# Due Diligence Package — 8176 Chilkoot Ln, Locust, NC 28097

**Prepared for buyer review — Landscouties (brokered by 10X Real Estate & Investments)**
**Subject property:** 8176 Chilkoot Ln, Locust, NC 28097 — Lot 105, Meadowcreek Phase 2
**Listing:** MLS #4429895 (Canopy MLS), listed 09/30/2026 by Kristen Fesnak, 10X Real Estate & Investments
**Asking price:** $360,000 — offered **"Subject To" the existing loan** (deed transfers; existing financing stays in place), also open to traditional financing
**Research date:** October 21, 2026

> **READ FIRST — THE COUNTY IS CABARRUS, NOT STANLY.** The Locust mailing address sits on the Stanly/Cabarrus county line, and this home is routinely assumed to be in Stanly County. It is not. The county parcel record, the tax record, the recorded plat, the deed, and the school assignments are all **Cabarrus County**. Every county-level item in this package (taxes, deed, plat, zoning administration) is a Cabarrus County record. See Section 1.

> **READ SECOND — THIS IS A SUBJECT-TO SALE, AND THE LOAN ITSELF IS THE MAIN OPEN ITEM.** The marketed loan numbers ($315,802 balance, 6.625%, ~26.5 years remaining, $2,509 PITI) are internally consistent — this package's math check ties them almost exactly to a loan originated around **February–March 2023**, when the *previous* owner bought this house for $330,000. They do **not** fit a loan from the current owner's February 2025 purchase. That means the seller LLC itself appears to hold this house subject to the 2023 borrower's loan. No public record can prove a loan balance, rate, or payment — those live in the lender's and seller's documents, which have **not** been produced yet. Section 3 names exactly what the seller must hand over during due diligence.

## Financing Snapshot — The Subject-To Terms, As Marketed

| Term (seller/listing claim) | Marketed figure | What public records show |
|---|---|---|
| Purchase price | $360,000 | Listing claim; last recorded sale $335,500 (Feb 2025) |
| Down payment | $45,000 | Claim. Note: price − claimed balance = **$44,198** of seller equity, so the $45,000 down ≈ the seller's equity (see §3) |
| Existing loan balance | ≈ $315,802 ("approx. balance") | **CANNOT be verified from public records.** Math check (§3) ties it to a ~2023 loan within ~$111 — plausible, not proven. **GAP — seller to produce mortgage statement** |
| Interest rate | 6.625% | **CANNOT be verified from public records.** Consistent with Feb–Mar 2023 origination. **GAP — seller to produce the note** |
| Remaining term | ≈ 26.5 years | Consistent with a 30-year loan originated ~Feb–Mar 2023 (26.4 yrs remain). **Inconsistent** with the seller's Feb 2025 purchase (a 2025 loan would show ~28.3 yrs). See §3 |
| Monthly payment | $2,509 **PITI** | P&I on the claimed terms recomputes to ≈ **$2,110/mo**; the remaining ≈ $399/mo is escrow. Actual taxes are $261/mo, leaving ≈ $139/mo implied for insurance — a plausible figure. Escrow statement not produced. **GAP** |
| Structure | "Existing financing stays in place • deed transfers at closing" — no new loan qualification | This is the definition of a subject-to purchase. Carries due-on-sale risk (§3) — buyer's NC real estate attorney is the closer |

## 1. Ownership, Deed & Title

- **Owner of record: 8176 CHILKOOT LN LLC**, a single-asset LLC named for the property. VERIFIED — Cabarrus County tax parcel record (AcctName1) and NC OneMap parcel data (source agency: Cabarrus County Assessor) agree exactly.
- **Vesting deed: Deed Book 17290, Page 365, Cabarrus County Register of Deeds.** VERIFIED — carried on the county tax parcel record. The LLC acquired the property in **February 2025 for $335,500** (county SaleYear/SaleMonth/SalePrice; Zillow's public-record history shows the sale on 02/04/2025 at $335,500 — the two agree).
- **The county correction, stated plainly.** The marketing intake for this listing described the property as Stanly County. The county records say otherwise, three ways: (1) the parcel is carried by the **Cabarrus County** Assessor in the statewide NC OneMap parcel file (county FIPS 37025, county parcel ID 09-012A-0105.00); (2) the **Cabarrus County** tax parcel layer returns this parcel with the deed, value, and sale above; (3) the MLS-assigned schools (A.T. Allen Elementary, Mount Pleasant Middle/High) are **Cabarrus County Schools**. Locust straddles the county line; this lot is on the Cabarrus side. Any document that says Stanly County for this property should be corrected.
- **Sale history (public record / MLS, via Zillow):** vacant lot sold 08/26/2013 ($16,000); new home sold 12/19/2013 ($150,000); sold 06/08/2022 ($370,000); sold 02/23/2023 ($330,000, MLS #3882262); listed 11/06/2024 at $359,990, reduced to $349,990 (MLS #4198200); sold 02/04/2025 ($335,500, to the current owner); listed 09/30/2026 at $360,000 (current, MLS #4429895).
- **Deed of trust of record: NOT RETRIEVED — GAP.** The deed of trust securing the existing loan (its book/page, original amount, lender, and borrower name) is a recorded document, but the Cabarrus County Register of Deeds' instrument index and images sit on a gated remote-access site that could not be searched in this review. This is not a cosmetic gap: the DOT tells the buyer **whose name the loan is in** and whether anyone besides the 2023 borrower has assumed it. **Closer: Cabarrus County Register of Deeds, 65 Church St S, Concord, NC 28025, (704) 920-2112 (county main (704) 920-2100) — grantor index search on "8176 CHILKOOT LN LLC" and on the February 2023 seller/buyer; and the buyer's title attorney's full title search at contract.**
- **Liens/judgments beyond the purchase-money DOT: NOT SEARCHED — GAP.** Same closer as above (title search at contract is the definitive check).
- A February 2023 purchase at $330,000 with a conventional loan is the transaction the marketed subject-to terms track (see §3). If the 2023 buyer financed ~100% is not known — the recomputation below assumes an original balance of ≈ $330,000 because that is what the marketed figures reverse-engineer to; the recorded DOT will state the true original amount.

## 2. The Property & The House

- **What it is (MLS #4429895 / Zillow):** 2-story single-family home in the Meadowcreek subdivision; 3 bedrooms, 2 full + 1 half bathrooms, 1,923 sq ft heated; open-concept living, spacious kitchen, bright interiors, main-level laundry, attached 2-car garage; fiber cement / stone veneer / vinyl exterior; slab foundation; central electric forced-air heat and central electric AC; electric range/cooktop/oven.
- **Corroboration:** the county record carries a building value of **$247,150** (plus $1,400 other features) on this lot — consistent with a substantial 2013 house, not a vacant or distressed parcel. The year built (2013) is corroborated by the 2013 public-record sequence (lot sale in August, new-home sale in December). The county CAMA structure card itself (the county's own bed/bath/heated-area count) was **not retrieved**; the 3 bd / 2.5 ba / 1,923 sq ft figures rest on the MLS and Zillow, which agree. **Minor GAP — closer: Cabarrus County Land Records / CLaRIS property research, 65 Church St S, Concord, (704) 920-2100.**
- **Lot:** Lot 105, Meadowcreek Phase 2 Map 1. MLS states 0.2 acres; the county GIS polygon measures ≈ 0.22 acres (9,455 sq ft). The recorded plat (§4) controls over both.
- **Prior-listing representations (NOT verified findings):** when this house was marketed in November 2024–February 2025 (MLS #4198200, agent Susan Poteat), the listing described a split-bedroom plan, a primary suite with walk-in closet and double-shower bath, a sunroom overlooking a private backyard, a roof about 4 years old (i.e., installed ≈ 2020–21), an HVAC system under 4 years old, windows replaced in August 2024 — and stated the home was offered **AS-IS with the seller making no repairs**. Those were the prior seller's representations. The current listing does not repeat them. **Current condition has not been verified by this package; a buyer's home inspection during the due-diligence period is the closer.**

## 3. Financing Structure — Subject-To (Read Carefully)

**How the marketed deal works.** The buyer pays $45,000 down, takes a deed to the property at closing, and the seller's existing loan simply stays in place — the buyer makes the existing payment ($2,509/mo PITI as marketed) instead of qualifying for a new loan. The loan does **not** transfer into the buyer's name; legal liability on the note stays with the original borrower unless the lender formally releases them, which subject-to deals do not involve. The flyer states this plainly: "existing financing stays in place • deed transfers at closing," and hedges its own numbers: "Terms subject to verification and final contract." Traditional financing is also welcomed by the seller.

**What the public record CAN establish:**
- The property's ownership, deed, sale price, and sale dates (§1) — all verified.
- That the marketed numbers are **internally consistent with a real, identifiable loan vintage** — see the math check below.

**What the public record CANNOT establish — all GAP, all seller/lender documents:**
- The loan's current balance, rate, payment, escrow balance, and whether payments are current.
- The lender/servicer identity and the borrower's name on the note.
- Whether the loan is a fixed-rate loan for its full term or an ARM with future adjustments.
- Whether the February 2025 transfer to the LLC was disclosed to or consented by the lender.

**Closer for every item above: the seller must produce, during the due-diligence period — (1) the most recent mortgage statement (showing balance, rate, PITI, escrow, and due date), (2) the promissory note, (3) the recorded deed of trust (book/page), (4) the most recent escrow analysis statement, (5) proof of homeowner's insurance in force, and (6) the payoff/assumption correspondence, if any, with the servicer. A buyer should not close without items (1)–(4) at minimum, and should route all future payments through a third-party loan servicing/escrow company with written notice protocols to both parties.**

**The math check (this package's recomputation, October 2026):**

| Check | Result |
|---|---|
| $330,000 loan, 6.625%, 30-yr, originated Mar 2023 (the month after the prior owner's $330,000 purchase) | Amortizes to **$315,913** by Oct 2026 — within **$111** of the marketed **$315,802** balance |
| Remaining term on that 2023 loan today | **26.4 years** — the flyer says ≈ 26.5 ✓ |
| P&I implied by the marketed balance/rate/term | **≈ $2,110/mo** |
| Marketed PITI $2,509 − P&I $2,110 | ≈ $399/mo escrow. Actual county+city taxes are $3,127/yr = **$261/mo**, leaving ≈ $139/mo implied insurance — plausible for this home ✓ |
| A NEW loan from the LLC's own Feb 2025 purchase | Would show **≈ 28.3 years** remaining today — does **not** match the marketed 26.5 ✗ |
| Equity check: $360,000 price − $315,802 claimed balance | **$44,198** — the $45,000 marketed down payment is, in substance, the seller's equity. Cash reality: price − down = $315,000, which is **$802 less** than the claimed balance — the buyer should expect to bring ≈ **$45,802 plus closing costs**, unless the contract credits the difference |

**What the math means, stated plainly:** the marketed terms track a loan from **February–March 2023 — the prior owner's purchase** — not from the current seller's 2025 acquisition. The most natural reading is that 8176 Chilkoot Ln LLC itself bought this house subject to (or otherwise kept in place) the 2023 borrower's loan. That is common in creative-finance chains, but it makes the document production in this section doubly important: there may be **two** transfers between the borrower on the note and today's buyer, and the buyer needs the paper trail for both.

**Due-on-sale risk — the structural risk of every subject-to deal.** Standard deeds of trust let the lender accelerate the loan (demand full payoff) when title transfers without its consent (the Garn–St Germain Act framework). In practice lenders often keep accepting payments, but "often" is not "always," and no one — not the seller, not the listing brokerage, not this package — can promise the lender will never call this loan. If it were called, the buyer would need to refinance or pay off ≈ $316K on the lender's timeline. Mitigations buyers typically discuss with their own NC real estate attorney: proper subject-to contract language, a performance deed of trust or other security for the buyer, third-party payment servicing with seller notification, insurance structured to protect both parties, and a power of attorney/limited authorization to communicate with the servicer. **This package is not legal advice; the buyer's own North Carolina real estate attorney is the closer on structure and risk.**

## 4. Plat & Subdivision

- **Recorded plat: Plat Book 54, Page 43, Cabarrus County** — VERIFIED as the source plat reference carried on the NC OneMap parcel record (county-sourced) for this parcel. Subdivision of record: **MEADOWCREEK PH 2 MAP 1**; the lot is **Lot 105**.
- Naming note: the county CAMA neighborhood name for the lot is "MEADOWCREEK VILLAGE." Do not confuse this established Meadowcreek subdivision (built out from the mid-2000s; this phase platted before the home's 2013 construction) with the newer "Meadow Creek Village" development marketed across Locust by a national builder — they are different communities with different HOAs.
- The plat image itself (lot dimensions, easements, street dedication language) was not pulled in this review; it is on the Cabarrus ROD remote-access site with all other recorded instruments. **Closer: Cabarrus County Register of Deeds (as §1) — pull PB 54, p. 43.** The plat controls lot dimensions and shows utility easements; the flyer states no lot dimensions, so nothing in the marketing conflicts with it.
- Access: the lot fronts **Chilkoot Ln** directly (county street centerline address range 8101–8205 covers this address) — public-street frontage, no easement access involved.

## 5. Zoning & Land Use

- **Zoning: OPS — Open Space District, City of Locust.** VERIFIED — the Cabarrus County GIS Locust zoning layer returns OPS for this parcel (the county zoning layer returns nothing here because zoning inside Locust is the city's). The MLS's "Zoning: OPS" is **correct**.
- **What OPS means (the name misleads):** under the City of Locust Land Development Ordinances (Art. 2.1), OPS is the **Open Space District — a residential district** "provided to encourage the development of compact neighborhoods and rural building groups that set aside significant natural vistas and landscape features… for permanent conservation." Its named development typologies expressly include **"the single house"** and **"the residential neighborhood,"** with density on a sliding scale tied to preserved open space (base 2.0 dwelling units/acre at 20% open space preserved). It is not an office, commercial, or parks-only district. This existing single-family home in a platted OPS subdivision conforms on its face.
- **Jurisdiction:** the parcel is **inside the Locust city limits** — VERIFIED on the county municipal-district layer ("CITY OF LOCUST"). City services and city taxes apply (§7, §8). Locust's Land Development Ordinances govern; the City of Locust Planning & Zoning Department (City Hall, 186 Ray Kennedy Dr, (704) 888-5260) is the closer for any use question beyond the existing home.
- Nothing in the marketing claims a use beyond the existing residence; no zoning contradiction was found.

## 6. HOA & Covenants

- **An HOA exists and membership is mandatory.** VERIFIED — MLS #4429895 carries "HOA: Yes," and the subdivision is a platted, covenant-controlled community (Meadowcreek). The MLS does **not** disclose the fee (Zillow shows "HOA: $--").
- **Dues amount for this lot: NOT FOUND — GAP.** Data point, labeled as such: a 2025 listing for another home in this same subdivision (8836 Cornwall St, Locust; MLS-sourced data via Homes.com) reported HOA fees of **$31/month**, a mandatory HOA, and a community pool. That figure is a third-party listing report for a different lot and year — it is **not** verification of what Lot 105 owes today. **Closer: the Meadowcreek HOA (or its management company) — request the current dues schedule, a resale/estoppel statement for Lot 105 showing any balance or violations, and the recorded declaration of covenants from the Cabarrus County Register of Deeds (see §1 for the office). A buyer in a subject-to deal should also confirm whether the HOA must be notified of the transfer.**
- Because the marketed $2,509 is described as **PITI** (principal, interest, taxes, insurance), HOA dues — whatever they are — are **on top of** that payment unless the seller's documents show otherwise. Confirm against the mortgage statement's escrow breakdown (§3 documents).
- Specific covenant restrictions (rentals, parking, exterior changes) were not retrieved; the recorded declaration governs and is the closer above.

## 7. Taxes

- **Assessment (VERIFIED, Cabarrus County):** total market/assessed value **$314,550** — land $66,000, building $247,150, other features $1,400. This is the post-revaluation value (the county assessment stepped up from $210,980 for 2023 to $314,550 for 2024).
- **Annual tax amount:** **$3,127 for 2025** ($3,347 for 2024), per the public tax history (Zillow, consistent with the county assessment). The bill combines Cabarrus County and City of Locust taxes — the parcel is inside city limits (§5).
- **Paid status of the current bill: NOT RETRIEVED — GAP.** North Carolina property taxes are billed in the fall and become delinquent after January 5; whether the LLC's 2025 (or any 2026) bill is paid, and whether any lien attaches, could not be confirmed from the public sources reached in this review. **Closer: Cabarrus County Tax Collector, Governmental Center, 65 Church St S, Concord, NC 28025, (704) 920-2100 — request the tax status for PIN 55762752820000. Any closing (subject-to or traditional) should require taxes current as of the deed date, confirmed by the closing attorney.**
- For the PITI reality check in §3: taxes alone run **$261/month** against the marketed payment.

## 8. Utilities & Services

- **Water: City of Locust (municipal).** The MLS and Zillow both state "Water: City." The property is inside city limits, and the City of Locust runs the municipal utility billing from City Hall. Account-level confirmation (active service, any balance) is a closing item. **Closer: City of Locust Business Office, 186 Ray Kennedy Dr, Locust, (704) 888-5260.**
- **Sewer: City of Locust public sewer.** VERIFIED at listing level ("Sewer: Public Sewer" — MLS/Zillow) and corroborated structurally: the City of Locust Department of Public Works operates the city's wastewater collection system (≈ 1,376 connections, ≈ 48 miles of line, city reports). The home is **not** on a septic system — which is why this package does not carry a septic-soils analysis (soils are addressed for completeness in §9).
- **Electric: NOT parcel-verified — GAP (low stakes, easy close).** EIA electric service-territory data maps **two** providers over this point — **Duke Energy Carolinas, LLC** and **Union Power Cooperative (Union Electric Membership Corp)** — whose territories meet in this part of Cabarrus County; territory polygons are approximate at their edges. The MLS lists electric heat/AC but not the provider. **Closer: the seller's electric bill (or a photo of the meter base) — request with the §3 documents; or either utility's service-address lookup (Duke Energy (800) 777-9898; Union Power Cooperative (704) 289-3145).**
- **Road: Chilkoot Ln is NOT a state-maintained road.** VERIFIED negative — NCDOT's State Maintained Roads service (primary, secondary, and interstate layers) returns no segment within ~200 m of the parcel, and the street carries no SR number. It is a subdivision street inside the City of Locust, shown in the county centerline with a 30 mph speed and address ranges 8101–8205 / 8207–8243; MLS describes the surface as concrete/paved. Whether day-to-day maintenance sits with the City of Locust Public Works (Transportation division) or the HOA under the plat's dedication is **not positively confirmed — GAP. Closer: City of Locust Public Works, (704) 888-5260, and the dedication language on the recorded plat, PB 54, p. 43.**
- **Trash/recycling:** City of Locust provides carts through the business office for in-city residents (city administration page) — administrative detail, confirmed at account transfer with the city (same number as water).

## 9. Flood, Wetlands & Soils

- **Flood (FEMA): no mapped flood hazard touches the parcel.** VERIFIED against the county's FEMA-based GIS layers: **zero** floodway (L28), **zero** 100-year floodplain (L29), and **zero** 500-year floodplain (L30) polygons intersect the parcel. Context: **one** 100-year floodplain polygon exists within ~200 m of the lot — the drainage that runs west of this part of Meadowcreek — but it does not reach Lot 105. **The FIRM panel number for this location was not captured** (FEMA's NFHL service was unreachable from the research system during this review, the same limitation noted in earlier packages) — **minor GAP. Closer: FEMA Map Service Center FIRMette for 8176 Chilkoot Ln, or the closing attorney's flood certification; a lender on a traditional purchase will order one regardless.**
- **Wetlands (USFWS NWI): none mapped on the parcel.** VERIFIED — the National Wetlands Inventory returns zero wetland polygons intersecting the lot. The nearest mapped features (in a ~100-m context check) are the same western drainage: an intermittent streambed (NWI code R4SBC, Riverine) and a freshwater forested/shrub wetland (PFO1A). Neither touches the lot. NWI mapping is a planning screen, not a jurisdictional determination — no delineation was performed, and none is suggested by anything on this built-out subdivision lot.
- **Soils (USDA SSURGO, via the county soils layer):** map unit **GoC — Goldston very channery silt loam, 4 to 15 percent slopes**; dominant component Goldston (85%), **well drained, non-hydric**. Goldston is a shallow-to-bedrock upland soil typical of the Uwharrie fringe. Because the home is on public sewer (§8), soil suitability for septic is not a transaction issue here; the soil data is reported because it corroborates the non-hydric, well-drained reading of the lot and the absence of wetland indicators.

## 10. Flyer vs. Public Record

The rebuilt flyer (`8176-chilkoot-flyer-real-photo.jpg`) and caption were checked claim by claim against the records above.

| Flyer / caption claim | Public record | Verdict |
|---|---|---|
| $360,000 price | MLS #4429895 active at $360,000; last recorded sale $335,500 (Feb 2025) | CONSISTENT (asking price; not a record fact) |
| 3 BD / 2.5 BA / 1,923 SF | MLS and Zillow agree exactly; county CAMA structure card not retrieved | SUPPORTED by listing records (§2) |
| $45,000 down | Price − claimed balance = $44,198 equity; buyer's cash ≈ $45,802 + closing costs on the claimed numbers | CONSISTENT as structured — see the $802 note in §3 |
| $2,509 PITI / month | Recomputes to ≈ $2,110 P&I + ≈ $399 escrow; actual taxes $261/mo leave a plausible ≈ $139/mo insurance | INTERNALLY CONSISTENT — payment itself UNVERIFIED (seller documents, §3) |
| 6.625% interest rate | No public record carries the rate. Fits a Feb–Mar 2023 origination | UNVERIFIED — note/mortgage statement required (§3) |
| ~26.5 years remaining | 2023-vintage loan: 26.4 yrs remain ✓. A loan from the seller's Feb 2025 purchase: 28.3 yrs ✗ | CONSISTENT ONLY with a 2023 loan — see §3 |
| ~$315,802 approx. balance | A $330,000 / 6.625% / Mar-2023 loan amortizes to $315,913 today — within $111 | INTERNALLY CONSISTENT — balance itself UNVERIFIED (§3) |
| "Existing financing stays in place • deed transfers at closing" | This is the subject-to structure; consistent with the MLS remarks ("Subject To opportunity available") | ACCURATE description of the structure; due-on-sale risk applies (§3) |
| "No need to qualify for a new one [loan]" | True of the subject-to structure as marketed; traditional financing also offered | ACCURATE as to structure |
| "Well-maintained modern home" | 2013 build corroborated; current condition not verified; prior (2024) listing reported newer roof/HVAC/windows but was sold AS-IS | Marketing characterization — inspection is the closer (§2) |
| "Traditional financing also welcome" | MLS listing terms include Cash, Conventional, FHA, VA, Owner Financing | CONSISTENT |
| Caption: "city water and city sewer" | MLS/Zillow: Water: City; Sewer: Public Sewer; City of Locust operates municipal sewer collection | SUPPORTED (§8) |
| County (marketing intake described the listing as Stanly County) | Parcel, deed, plat, tax, and schools are all **Cabarrus County** | **CORRECTION — Cabarrus County.** The flyer itself names no county; any Stanly County reference elsewhere should be fixed |

**No flyer claim was found contradicted by a public record.** The two things a buyer must understand are (1) every loan figure is a seller claim that public records cannot prove — consistent, plausible, and unproven — and (2) the property is in Cabarrus County, not Stanly.

## 11. Open Items / Gaps — What Would Change the Answer

| # | Item | Why it matters | Exact closer |
|---|---|---|---|
| 1 | Mortgage statement, note, deed of trust, escrow analysis for the existing loan | Every marketed loan figure (balance $315,802, 6.625%, $2,509 PITI, current status) rests on these seller/lender documents | **Seller to produce during due diligence** (§3 list). No close without items (1)–(4) |
| 2 | Deed of trust of record (book/page, borrower, lender, original amount) + full lien/title search | Establishes whose loan this is and whether the chain from the 2023 borrower to the LLC to the buyer is clean | Cabarrus County Register of Deeds, 65 Church St S, Concord, NC 28025, (704) 920-2112; buyer's title attorney at contract |
| 3 | Whether the lender/servicer knows of / consented to the Feb 2025 transfer to the LLC | Goes directly to due-on-sale exposure the buyer would inherit | Servicer correspondence — seller to produce; buyer's NC real estate attorney to evaluate |
| 4 | Tax bill paid status (PIN 55762752820000) | A delinquent bill is a lien on the land regardless of the deal structure | Cabarrus County Tax Collector, 65 Church St S, Concord, (704) 920-2100 |
| 5 | HOA dues amount, balance, and transfer requirements for Lot 105 | Dues sit on top of the marketed PITI unless documents show otherwise; estoppel prevents surprise balances | Meadowcreek HOA / its management company — dues schedule + resale/estoppel statement; recorded covenants via Cabarrus ROD |
| 6 | Electric provider at the meter | EIA territory data overlaps Duke Energy Carolinas and Union Power Cooperative here | Seller's power bill / meter photo (request with item 1 documents); Duke (800) 777-9898; Union Power (704) 289-3145 |
| 7 | Street maintenance responsibility (City of Locust vs HOA) for Chilkoot Ln | Not state-maintained (verified); the city/HOA answer affects long-term road cost exposure | City of Locust Public Works, (704) 888-5260; plat dedication, PB 54, p. 43 |
| 8 | FEMA FIRM panel number for the parcel | Flood layers are clear; only the panel citation is missing | FEMA Map Service Center FIRMette; closing attorney's flood certification |
| 9 | County CAMA structure card (county's own bd/ba/heated-area count) | MLS/Zillow agree at 3/2.5/1,923; the county card is the last corroboration | Cabarrus County Land Records (CLaRIS), 65 Church St S, Concord, (704) 920-2100 |
| 10 | Current condition / systems ages | Prior listing's roof/HVAC/window claims are from 2024 and unverified today | Buyer's home inspection during due diligence |

## What This Package Is / Is Not

**This package IS:** a plain-language summary of what the public record shows about 8176 Chilkoot Ln, Locust, NC as of October 21, 2026, with every seller/listing claim checked against that record and every gap named with the exact person or office who can close it. The subject-to analysis in §3 — including the finding that the marketed terms track a 2023-vintage loan rather than the seller's 2025 purchase — is stated so a buyer can have an informed conversation with the seller and their own professionals before spending due-diligence money.

**This package IS NOT:** a title commitment, a survey, an appraisal, a home inspection, flood insurance advice, or legal advice. It does not verify the existing loan — no public record can — and it does not recommend for or against the subject-to structure. Loan documents are seller/lender-held and must be produced and reviewed during due diligence (§3, §11 item 1). A buyer's North Carolina real estate attorney, title company, and home inspector are the closers on structure, title, and condition respectively.
