## Property Snapshot

| Item | Record |
|---|---|
| Address | 1335 Old Woodlawn Ave, Lancaster, SC 29720 (county GIS: "1335 OLD WOODLAWN AVE") |
| Parcel / TMS | **0082K-0D-007.00** |
| Owner of record | **NOT FOUND / GAP** — the county's ownership record sits behind an interactive portal that could not be read in this research pass; see Section 1 for who closes it |
| Acreage | Flyer: 0.98 acre. **County GIS parcel polygon: 0.942 acre** (mapping measurement). See Section 2 — plan on ≈ 0.94–0.98 acre subject to survey |
| Dimensions / frontage | **NOT FOUND / GAP** — no dimensions are published in the records read; a survey or the recorded plat closes this |
| Legal description | Lot #12, Williams Village (per listing). Recorded legal description **NOT FOUND** in this pass — see Sections 1–2 |
| Jurisdiction | **Unincorporated Lancaster County** (corroborated — see Section 4; the "MDR" zoning on this lot is a county district, and the county UDO does not apply inside city limits) |
| Property class | **"R"** (residential), vacant land (Lancaster County GIS) |
| County appraised / assessed value | **NOT FOUND / GAP** — see Section 7 |
| Current vesting deed | **NOT FOUND / GAP** — book/page not published in any record readable in this pass; see Section 1. **No book/page is guessed anywhere in this package** |
| Taxes | Bill amount and paid status **NOT FOUND / GAP** in this pass — see Section 7 |

**How to read this package:** Every finding is labeled **VERIFIED** (the public record itself was read, with the source named) or **NOT FOUND / GAP** (the record could not be located online; the exact step and party who can close the gap is given). Where a record contradicts the listing flyer, that is flagged plainly.

**Two headline items a buyer should read first:**
1. **Public sewer is UNVERIFIED.** The flyer states public water *and* public sewer are available. No public record located in this research confirms sewer (or even the specific water provider) at this lot. The serving utility's written availability letter is the document that closes this — see Section 5. Do not rely on the flyer statement alone.
2. **Manufactured homes are not a permitted use in this zoning district** (county MDR), on the evidence detailed in Section 4. Modular homes are treated as site-built under South Carolina law.

## 1. Ownership & Title Chain

- **NOT FOUND / GAP — Owner of record and mailing address.** Exact searches for the address ("1335 Old Woodlawn Ave") and the parcel number ("0082K-0D-007") returned no text-readable assessor, GIS, or deed record naming the owner. Lancaster County's ownership data lives in interactive systems (the Assessor's GIS/taxpayer portal and the Register of Deeds' "Real Estate LookUp" tool) that require a live, form-driven query.
- **VERIFIED — Custodians (Lancaster County Assessor / Register of Deeds pages):** The Assessor (101 N Main Street, Suite 213, Lancaster, SC 29720; **803-285-6964**) maintains tax maps and online GIS data and is the custodian of the ownership record. The Register of Deeds (101 North Main St / PO Box 1809, Lancaster, SC 29720/29721; **803-416-9440**) holds deeds, mortgages, and plats, searchable by name, book/page, or file through its Real Estate LookUp tool.
- **NOT FOUND / GAP — Vesting deed and chain of title.** No deed book/page, instrument number, recording date, grantor/grantee, or consideration for this parcel was found in any publicly readable source, and none is guessed here. **Next step:** Register of Deeds Real Estate LookUp (search by parcel/address, then by owner name once known) gives the current vesting deed and prior transfers; the buyer's closing attorney's title examination is the definitive source.
- **VERIFIED — Related parcel flag (Lancaster County GIS, LC_Parcels layer):** County GIS carries a second, related record, **0082K-0D-007.01 (0.255 acre)**, at the same address and under the same owner in GIS, overlapping the north part of the subject lot's mapping. **Buyer/seller should confirm in writing that the listing conveys parcel 0082K-0D-007.00 only** (0.98 ac per flyer / 0.942 ac per GIS), and the title exam should identify what 007.01 is (e.g., a split, remainder, or right-of-way parcel).

## 2. Parcel Size, Plat & Survey

- **VERIFIED — County GIS parcel record (Lancaster County GIS, LC_Parcels feature layer):** PIN 0082K-0D-007.00; situs "1335 OLD WOODLAWN AVE"; class **R**; **GIS acres 0.942**. The mapped polygon spans approx. longitude −80.79083 to −80.78997, latitude 34.70629 to 34.70690 (centroid approx. 34.70660, −80.79040).
- **Flyer vs. record — acreage:** The flyer states **0.98 acre**; the county GIS polygon measures **0.942 acre** (≈ 41,000 sq ft). GIS acreage is a mapping measurement and typically runs slightly conservative versus a survey, so the two figures are close but **not identical — the record does not exactly support 0.98 acre**. All pricing/building decisions should use ≈ 0.94–0.98 acre subject to a survey, and the seller should be asked to document the 0.98 figure (plat or survey).
- **NOT FOUND / GAP — Recorded plat / survey.** No plat book/page for Williams Village Lot #12 was found in any public source searched. Plats are held by the Register of Deeds (101 N Main Street; 803-416-9440); the Assessor's parcel record also carries a plat-reference field that was not readable in this pass. **Next step:** ROD plat index search for "Williams Village," or a new boundary survey by a South Carolina-licensed surveyor if certified boundaries are needed.
- **VERIFIED — Subdivision context (aggregator record for an in-subdivision neighbor):** Williams Village is a real Lancaster County subdivision in this tax-map area — a neighboring parcel (1249 Williams Estate Dr, APN 0082E-0B-013.00) is recorded with Subdivision "Williams Village" and Zoning "MDR." (Neighbor data is context only; it does not verify this lot's individual facts.)

## 3. Legal Access & Road Status

- **VERIFIED — Old Woodlawn Ave is a PUBLICLY MAINTAINED, state-system road.** The SCDOT/SC State House list of secondary routes in the State Maintained Highway System ("Local Functional Classification Secondary Routes," preliminary Dec 31, 2014) lists for Lancaster County: **"S-16 … 0.13 mi … URBAN-LOCAL — OLD WOODLAWN AVE"** (route S-29-16). The lot therefore fronts a state-maintained public road, consistent with the flyer's "paved, publicly maintained road" statement. Caveat: the list located is dated 2014; no newer list contradicting it was found. Current maintenance status can be confirmed with SCDOT District 4 (803-377-8101).
- **VERIFIED:** The lot's only frontage is on Old Woodlawn Ave (interior lot in a platted subdivision street pattern; county GIS surroundings are residential — see Section 9). No easement is needed for access to this lot on the records found.
- **NOT FOUND / GAP — Access/road-maintenance agreements:** None are expected for a lot fronting a state-maintained subdivision street, and none was found; any pre-digital utility easements would surface in the closing attorney's full title examination (see Section 1).

## 4. Zoning (County MDR) & What It Allows — incl. Manufactured / Modular

- **VERIFIED — Jurisdiction framework (Lancaster County 2026 UDO FAQ; County Helpful Resources):** The county Unified Development Ordinance "regulates land use and development in **unincorporated** Lancaster County. It does not apply in incorporated cities and towns like Lancaster," and property inside Lancaster city limits is governed by the city's ordinances instead. Because this lot carries a **county** zoning district (MDR), it is administered by **Lancaster County**, not the City of Lancaster. A parcel-specific confirmation can be obtained from County Planning/GIS (803-285-6005) or the county zoning map.
- **VERIFIED — "MDR" is a Lancaster County UDO district (Ordinance No. 2023-1865, amending the UDO, Ordinance 2016-1442):** UDO §2.3 describes the Medium Density Residential District as established "to maintain previously developed or approved single-family residential subdivisions … at a density of **2.5 dwelling units per acre**," acting as a transitional district between rural and urban development. The flyer's "MDR" claim is consistent with the county record framework and with the in-subdivision neighbor record (Section 2).
- **VERIFIED — MDR dimensional standards (UDO §2.4 table):** Density max 2.5 units/acre; minimum lot area **10,000 sq ft**; minimum lot width at front setback **70 ft (water/sewer) or 130 ft (septic)**; minimum setbacks for a principal structure: **Front 30 ft, Street Side 15 ft, Side 10 ft, Rear 20 ft**; max height 35 ft; minimum open space 20%; minimum pervious surface 45%; garages facing a street ≥ 40 ft from the right-of-way; on-street parking not allowed. Table note (5): developments "connected to both public water and sewer shall utilize the alternate dimensional standards given in the table." UDO §5.2.1 also allows two-family dwellings in MDR with conditions (one per block face, Detached House type, max 2 units). **This lot (≈ 41,000–42,700 sq ft) comfortably exceeds the 10,000 sq ft minimum**; its width against the 70 ft / 130 ft standard cannot be checked until dimensions are known (Section 2 gap) — note the width standard that applies depends on whether the lot is sewer-served or septic, which is exactly the open item in Section 5.
- **Manufactured homes — NOT permitted in MDR (strongly evidenced; one direct-quote gap noted):**
  - **VERIFIED (pending ordinance text):** The county's 2026 UDO rewrite Public Hearing Draft (10-8-26), §3.2.5 Use Table 3.2.5-9, lists **Manufactured Home as "PR" (permitted with review) only in the AR and RR districts, and "–" (not allowed) in MDR** and the other listed districts; standards at draft §3.11.7 include "manufactured homes built earlier than 30 years of the current year shall not be permitted."
  - **VERIFIED (current-law corroboration):** The 30-year manufactured-home age rule already exists in the **current** UDO (§5.2.0.7(b)) per a March county BZA case; the county maintains a **separate Manufactured Home (MH) zoning district** and handles manufactured-home siting through rezoning to MH/RR districts (e.g., 2025 rezoning "From The Manufactured Home (MH) District To Medium Density Residential (MDR)… to permit subdivision to single-family homes"), which is inconsistent with manufactured homes being allowed by right in MDR.
  - **Timing:** The UDO rewrite (Ordinance 2026-2059) passed second reading **October 12, 2026**; third reading was still pending as of this package. As of October 21, 2026, the **2016 UDO as amended is the operative law**; the draft is not.
  - **GAP (narrow):** The current UDO's own use table could not be retrieved in readable form in this pass (county link returned 404), so the MDR manufactured-home prohibition is stated on the corroboration above rather than a direct quote of the current table. **Closer:** Lancaster County Planning (803-285-6005) can confirm the current use-table entry for MDR in one call.
- **Modular homes — VERIFIED treated as site-built (S.C. Code §23-43-130):** A modular building bearing the SC Building Codes Council approval "must be considered and accepted equivalent to a site-built structure"; local zoning, subdivision, and setback regulations still apply but "must be … enforced without any distinction as to whether a building is a modular or constructed on site," apart from a locality's ability to require a modular home to blend with existing homes. Foundation/placement standards: §23-43-85. Nothing found prohibits a labeled modular home on this lot; confirm the specific unit's state labeling at permitting.

## 5. Utilities & Tap Fees

### Water & sewer — PROVIDER AND SEWER AVAILABILITY NOT CONFIRMED IN PUBLIC RECORDS ⚠️
- **Flyer claim:** "Public water available, public sewer available."
- **NOT FOUND / GAP — No public record located in this research confirms water or sewer service, or the serving provider, at 1335 Old Woodlawn Ave.** Neither the county assessor/GIS record readable in this pass nor any utility source states address-level availability. **Treat the flyer's sewer statement as UNVERIFIED until the utility confirms it in writing.** Note the MDR standards table (Section 4) expressly contemplates septic lots in this district (130 ft width standard), so the zoning alone does not prove sewer at the lot.
- **VERIFIED — The two candidate providers (both serve this area):**
  - **City of Lancaster Utility Services** — "manages monthly water, sewer and solid waste billing … for some 5,800 customers who live **both in and outside the City of Lancaster corporate limits**" (803-283-9991, lancastercitysc.com). An unincorporated parcel near the city can therefore still be a City utility customer.
  - **Lancaster County Water and Sewer District (LCWSD)** — "We serve the majority of Lancaster County, SC with water and sewer services" (1400 Pageland Hwy, Lancaster, SC 29720; 803-285-6919 / 800-832-2126; lcwasd.org).
- **Next step (who closes it):** A **written availability letter** from LCWSD and/or the City of Lancaster Public Works/Utility Billing for 1335 Old Woodlawn Ave, Parcel 0082K-0D-007.00, stating (a) whether a water main and a **sewer main** are within reach of the lot today, and (b) total connection cost. Ask the seller to state in writing which utility serves the lot and whether any tap/capacity fees have been prepaid (see below).
- **VERIFIED — Published capacity fees IF LCWSD is the provider (LCWSD "Water and Sewer Capacity Fee Schedules," Exhibit B, effective August 1, 2026):** Residential 5/8″×3/4″ meter, 1 REU — **Water $3,200; Sewer $5,350; $8,550 combined** in capacity fees alone. A separate LCWSD tap/connection/installation fee schedule was **NOT FOUND** on its public pages, and no City of Lancaster tap-fee schedule was found (city pages located cover billing only) — total connection cost must be quoted by the serving utility.
- **Septic fallback:** If sewer proves unavailable, septic requires an SCDES (formerly DHEC) onsite-wastewater permit — and SCDES practice is that an onsite permit cannot be issued where public sewer is accessible, which is why the sewer determination comes first. Soil suitability for septic is addressed in Section 8.

### Electric — PROVIDER NOT CONFIRMED AT ADDRESS LEVEL
- **NOT FOUND / GAP:** Lancaster County's Helpful Resources page lists three providers without resolving this address: **Duke Energy** ("Lancaster is served by the Greenville district"), **Lynches River Electric Cooperative** (parts of eastern and southern Lancaster County), and York Electric Cooperative (parts of northern/western county). The lot sits just south of the Lancaster city center; the public text sources found cannot distinguish Duke Energy Carolinas from Lynches River for this address. **Closer:** the SC Energy Office Electric Utility Service Area Map (interactive) or a Duke/LREC address lookup.

### Tap fees PAID — NO PUBLIC RECORD EXISTS
- **GAP (seller/utility question):** Tap and capacity-fee payments are utility account records, not land records — nothing in the county deed, tax, or assessor records shows any tap purchased for this vacant lot, and no public database tracks it. **Seller to confirm in writing** whether any water or sewer tap/capacity fees have been prepaid for this parcel; the serving utility can confirm against the address/parcel at application.

## 6. Deed Restrictions / Covenants (CCRs)

- **NOT FOUND — No Williams Village CCRs or deed restrictions were located.** Searches for Williams Village (Lancaster, SC) covenants, restrictive covenants, declarations, and HOA documentation returned **no** declaration, restriction document, or association record for this subdivision. Two look-alike documents were checked and **excluded**: a "Declaration of Covenants, Easements and Restrictions" hosted at lancastersub.com is for **Lancaster Subdivision No. 1, Macomb County, Michigan**, and a "Declaration of Covenants … for Lancaster Villas" is a different community. Neither relates to this property.
- **VERIFIED — How restrictions work here (Lancaster County, "Subdivision Covenant and Deed Restriction Information"):** Deed restrictions/subdivision covenants "can allow/disallow any activity (such as … mobile homes, RVs, etc.)"; they are **private agreements the County does not enforce**; they are usually found "as a separate document recorded by a previous owner … such as the developer of a subdivision," in the Register of Deeds, and the county recommends a certified title searcher or attorney to make the determination.
- **GAP / Next step:** Absence from web sources is **not** proof that no recorded covenants exist. If Williams Village covenants were recorded, they sit in the Register of Deeds plat/deed records for the subdivision. The closing steps that close this item: (1) ROD search for the Williams Village plat and any declaration recorded against it; (2) the seller's South Carolina property-condition disclosure (including the owners-association/CCR statement); (3) the buyer's title commitment. **Until then, "no restrictions" should not be represented to a buyer as a verified fact** — and because the county ordinance already bars manufactured homes in MDR (Section 4), the practical effect of any additional private restriction would be additive only.

## 7. Parcel, Assessment & Taxes

- **VERIFIED — County GIS (LC_Parcels):** Class **R** (residential), vacant; see Section 2 for the full parcel record.
- **NOT FOUND / GAP — Appraised/assessed value, tax bill amount, and paid status.** No tax figure for this parcel was readable in any public source in this pass; the county's tax systems are form-driven (see below) and no amount is guessed here.
- **VERIFIED — Tax mechanics & custodians (Lancaster County Treasurer / Tax Sale Procedures pages):** Real-estate taxes are due **January 15** without penalty; after **March 16** unpaid taxes are turned over to the **Delinquent Tax Collector (803-283-8885)**. Current bills can be searched and paid through the county's online tax payment portal (Lancaster County on qPayBill — search by Map Number 0082K-0D-007.00). Treasurer: 101 North Main Street, Lancaster, SC 29720 (mailing PO Box 729, Lancaster, SC 29721); **803-285-7939**; treasurer@lancastercountysc.gov. A delinquent tax sale is scheduled for **Monday, November 9, 2026** (delinquent payments due by 5:00 PM Friday, November 6, 2026); **no listing for this parcel was located in web searches of the sale materials — that is not a Treasurer's certification**, and the Treasurer/Collector numbers above close the question definitively.
- **Next step:** Treasurer portal search by Map Number (or one call to 803-285-7939) yields the current-year bill, paid/unpaid status, and any prior-year balance; the closing attorney will confirm the payoff figure at closing, and the seller should bring taxes current through closing per the contract.

## 8. Septic & Soils

- **VERIFIED — USDA SSURGO soil data (Soil Data Access, queried at six points across the parcel polygon — all identical):** The entire lot is one map unit, **HeC3 — Herndon silty clay loam, 6 to 10 percent slopes, severely eroded** (representative slope 8%; survey area SC057, MUKEY 130302). **Well drained**; hydrologic soil group **B**; **non-hydric** (hydric rating "No"); SSURGO flooding frequency "None," ponding frequency 0.
- **VERIFIED — Septic suitability:** USDA's "Septic Tank Absorption Fields" interpretation rates this unit **"Somewhat limited"** for conventional septic absorption — a workable-but-not-ideal rating that typically means standard designs may need care (slope/erosion), not that septic is barred. This matters **only if public sewer proves unavailable** (Section 5); SSURGO is survey-scale (1:20,000) and is not a perc test or site evaluation — SCDES's site evaluation is the operative step for any septic design.
- Septic permit history: the lot reads as vacant in the county record; SCDES holds permit records with no public parcel lookup — if septic becomes the path, the SCDES evaluation application is the step that creates/obtains the record.

## 9. Flood, Wetlands & Environment

- **VERIFIED — No Special Flood Hazard Area touches the lot** in the FEMA NFHL-derived layer queried (Esri Living Atlas USA Flood Hazard Reduced Set, from FEMA NFHL S_Fld_Haz_Ar; DFIRM area 45057C): point, centroid, and full-polygon queries all returned **zero** flood-hazard features on the parcel.
- **VERIFIED — Nearby flood hazard (same layer), NOT on the lot:** the nearest floodplain is to the **north** — a **Zone X "0.2 Percent Annual Chance Flood Hazard"** polygon ≈ 83 m (≈ 270 ft) away and a **Zone AE (SFHA, static BFE 442)** polygon ≈ 91 m (≈ 300 ft) away, with an AE floodway ≈ 405 m away. That system does not cross this lot in the layer queried; keep any structure on the lot itself and there is comfortable separation.
- **GAP (confirmatory) — Exact zone label & FIRM panel:** The reduced-set layer by design omits Zone X "Area of Minimal Flood Hazard" polygons, so the zero result is consistent with — but does not by itself print — a Zone X designation, and no FIRM panel number is stated here. **Next step:** FEMA Map Service Center (msc.fema.gov) or the NFHL Viewer address search for 1335 Old Woodlawn Ave, Lancaster, SC 29720 returns the exact zone and panel (45057C series) for the closing file; the county floodplain administrator can also confirm.
- **VERIFIED — Wetlands (USFWS National Wetlands Inventory service):** Point and parcel-envelope queries returned **zero** NWI wetland features on the lot. A mapped **stream runs just south of the lot**: NWI Riverine features ≈ **18 m (≈ 60 ft)** from the parcel boundary (R5UBH — perennial, permanently flooded) and ≈ 23–45 m (R4SBC — intermittent, seasonally flooded), **off-lot**. Respect normal setbacks/buffers toward the south line; NWI mapping is not a jurisdictional delineation — a delineation/USACE confirmation closes any regulatory question.
- **VERIFIED — Neighborhood context (Lancaster County GIS, ~900 m envelope):** The surroundings are **residential** — the parcels on Old Woodlawn Ave / Williams Estate Dr / Woodlawn Ave are class R/residential, matching the subdivision setting. Larger non-residential holders in the wider envelope (none adjacent to the lot): Lancaster Memorial Park cemetery (≈ 27 ac, Usher St), a Housing Authority parcel (≈ 35 ac, Williams Dr), and a Duke Power Co parcel (≈ 16 ac, Landsford Rd); only one small commercial-class parcel in the envelope. Two railroads (Norfolk Southern; Lancaster and Chester Railway) pass within ~500 m — neither crosses or touches the lot.
- **NOT FOUND / GAP — Environmental records:** No EPA/state environmental listing for this address was searched to a determination in this package; no record of any kind was found in the sources above suggesting contamination on the lot. A buyer wanting environmental certainty can run EPA Envirofacts / SCDHEC records for the address; a Phase I ESA is the professional route and is outside this package's scope.

## 10. HOA

- **NOT FOUND — No HOA was found for Williams Village.** Dedicated searches (subdivision name + HOA/covenants/restrictions; HOA directories; management companies; in-subdivision addresses) located **no homeowners' association, dues obligation, CCR declaration, or manager** for Williams Village, Lancaster, SC.
- **Supporting indicator (weak):** The MLS-fed Zillow page for an in-subdivision home (1334 Williams Estate Dr, Canopy MLS #4289609) reports **"$-- HOA"** — i.e., no HOA fee in the MLS feed. This is consistent with the flyer's "No HOA" statement but is **not proof**: "no HOA" is verified only by the recorded-document check in Section 6 (ROD plat/declaration search, seller disclosure, title commitment). The flyer claim is therefore carried in this package as **consistent-but-unconfirmed**, not contradicted.

## What This Package Is / Is Not

This package is a **research summary of public records** located online on October 21, 2026, prepared to answer a prospective buyer's questions about 1335 Old Woodlawn Ave, Lancaster, SC (Parcel 0082K-0D-007.00). It reports what the cited records say and flags what they do not say. Several county systems (assessor/ownership, deed index, tax ledger) are interactive and could not be read in this pass; those items are listed as gaps with the exact office and tool that closes each — a live portal pull plus the closing attorney's title examination will complete them.

It is **not** a title opinion, title commitment, or legal advice; **not** a survey or a substitute for one; **not** a septic/soil evaluation, environmental assessment, or a guarantee of utility availability, zoning compliance, or insurability. Title, survey, utility, and permitting determinations should be confirmed by the buyer's closing attorney, a licensed South Carolina surveyor, the serving utilities, and the county/state permitting offices identified above before or during the buyer's due-diligence period.
